Payout requires three steps: bank account, tax information, identity verification. The first two passed — the account auto-verified the next day, the tax filing was accepted same-day.
Identity verification was the wall. The support form returned this:
Sole proprietors cannot be verified through this process.
Cause: two profiles, and the one in use was an organization

The developer account itself was registered as an individual, but the billing profile that receives money was an organization. Organization type requires proof of a legal entity. A sole proprietor has no entity to prove. So it never clears.
The organization type was chosen at signup simply to display a business name. On screen it looks like a naming preference; in practice it changes the entire verification path.
